Poor quality foxtel digital

Hi guys i am experiencing bad quality austar on my mce because of feingt white lines apearing at diagonals and a slight blur at the top end of the picture.
the specs of my mce are:
pentium 4 3.2ghz
1.5 gb ram ddr2
onboard vedio card about 4 years old ithink its a radeon
PixelView PlayTV Cinema B1000 tv tuner
Samsung 40' lcd tv

How can I fix this without buying a new tv tuner?

Any help would be greatly appreciated
